BYLAWS OF THE PUGET SOUND SOCIALIST RIFLE ASSOCIATION
Amended through [January 1, 2026]
SECTION ZERO: DEFINITIONS AND SUPREMACY π
The Puget Sound Socialist Rifle Association is a chapter of the Socialist Rifle Association. References to the Socialist Rifle Association or “Organization” are to the national umbrella organization, whereas references to the Chapter refer to the Puget Sound Socialist Rifle Association. This Chapter recognizes the supremacy of the Socialist Rifle Association bylaws, as ratified by the Membership of Socialist Rifle Association, and pledges to act in accordance with the Bylaws of the Socialist Rifle Association.
Unless otherwise specified, language referencing membership shall be interpreted to mean dues-paying or recognized dues waived members of the SRA within the jurisdiction of the Chapter, or Local Comrades of the Chapter.
ARTICLE ONE: CORE FUNCTIONS π
SECTION ONE: STATEMENT OF INTENT π
The Puget Sound Socialist Rifle Association (henceforth The Chapter) promotes and advocates for the right of the poor and working class, people of color, trans and queer people, indigenous peoples, and non-men to self defense and community defense. The Chapter seeks to provide a positive, leftist space for the discussion of firearms and other means of self and community defense. The Chapter will conduct itself ethically and in compliance with all applicable local, state, and federal laws. The Chapter will not advocate for or participate in offensive violence or acts of riot. The Chapter will always strive to be a positive and ethical force in the community to promote socialistic change and inclusiveness.
SECTION TWO: POINTS OF UNITY π
We are working class and poor people dedicated to educating in the safe use of firearms for personal and community self-defense as well as encouraging and enabling education of all manner of skills related to community defense. We are a multi-tendency leftist association of Socialists, Communists, Anarchists, etc., united by class, for our class. We respect one another’s political stances and differences, especially when we disagree.
We are dedicated to Liberation and Freedom of ALL people and therefore oppose all forms of oppression and exploitation.
We are a party to our local communities and act as such. We volunteer in various ways to further the connections between leftist political radicals and the unorganized communities in which we live. We aim to improve the material and social conditions of other working class and marginalized folks.
SECTION THREE: JURISDICTION π
SUBSECTION ONE: CHAPTER JURISDICTION π
The Chapter will cover the State of Washington.
Comrades in Clark County, Washington may choose to join the Portland Chapter of the SRA instead of the Puget Sound chapter. Portland SRA vetting/ascension will not be reciprocal with Puget Sound SRA. Comrades located in Washington State who are on the Portland SRA national roster may choose to become Local Comrade members of the Puget Sound SRA to gain access to Puget Sound SRA vetting, events, and resources.
Comrades in the state of Idaho who lack a local SRA chapter may choose to join Puget Sound SRA.
SUBSECTION TWO: REGIONAL JURISDICTION π
The Chapter shall subdivide the state into 5 regions, which represent the greater geographically distinct areas of the state: Central, North, South, Peninsula, and East. Any of the 5 regions of the Chapter may separate from the Puget Sound SRA and form their own regional chapter under 4 conditions: 1) The proposed regional chapter is able to create their own chapter with operational functionality which meets the needs of their distinct region, 2) the separation of the region into a separate chapter does not impede the function of the Chapter as a whole, 3) the Chapter membership approves the separation with a Bylaws amendment by a vote with not less than two-thirds approval, 4) The separation is approved by the Governing Body of the SRA.
The jurisdiction of the five regions shall be as follows:
North region shall include the following counties: Whatcom, Skagit, Snohomish, San Juan, and Island.
Central region shall include the following counties: King.
South region shall include the following counties: Grays Harbor, Mason, Thurston, Pierce, Pacific, Lewis, Wahkiakum, Cowlitz, Skamania, and Clark.
Peninsula region shall include the following counties: Clallam, Jefferson, Kitsap.
East region shall include the following counties: Okanogan, Chelan, Kittitas, Yakima, Klickitat, Douglas, Grant, Benton, Ferry, Lincoln, Adams, Franklin, Walla Walla, Stevens, Pend Oreille, Spokane, Whitman, Columbia, Garfield, and Asotin.
Comrades in Idaho will be associated with East region.
Membership of the regions shall be granted with membership of the greater chapter.
In the event of a split, regions which have not formed their own chapter shall continue their relationship as members of the Chapter.
At the point that all 5 regions described herein are able to form their own chapters and have done so under the process described herein, the Puget Sound Chapter of the SRA shall dissolve and the individual chapters shall control their distinct regions under new bylaws according to and approved by the bylaws of the SRA.
ARTICLE TWO: MEMBERSHIP π
SECTION ONE: WHO MAY APPLY π
Any individual who agrees with this Chapter’s purpose and is not disqualified by the limitations listed in Article 3, Section 1 of the national bylaws may join as a provisional member by paying dues to the Socialist Rifle Association. Provisional members shall have access to any extant National SRA resources, but will not have access to Chapter resources, Chapter general meetings, or Chapter in-person events until becoming full members.
The combined Chapter Central Committee (hereafter CCC) and Chapter Representative Committee (hereafter CRC) may set forth additional membership requirements and prohibitions in the form of ongoing policy resolutions, to be approved by a majority vote of the combined CCC and CRC.
SUBSECTION ONE: LOCAL COMRADES π
Individuals falling within the geographic boundaries of the Chapter who do not wish to join the National level Organization may elect to become a Local Comrade of the Chapter.
After providing a donation to the Chapter (with annual or monthly amount determined by the [Chapter Treasurer]π {#4-2-3} in consultation with the remaining members of the combined CCC and CRC) they become a provisional local comrade of the chapter. Provisional local comrades will not have access to Chapter resources, Chapter general meetings, or Chapter in-person events until becoming full local comrades.
Except as otherwise explicitly stated, all provisions of the Chapter bylaws pertaining to Chapter members also pertain to Chapter local comrades, including but not limited to: access to internal communications; ability to serve on committees or in leadership roles other than Liaison, Secretary, and Treasurer; and access to in-person range days and events.
All membership disqualifications, codes of conduct, and disciplinary procedures that apply to members also apply to local comrades.
SECTION TWO: PROVISIONAL MEMBER ASCENSION π
To become a full member or full local comrade of the Organization and the Chapter, a provisional member or provisional local comrade shall undergo a vetting process. A provisional member or provisional local comrade shall be contacted by the Secretary and provided with the ability to attend a vetting interview, either in-person or virtual call with video for the provisional member or provisional local comrade. The Chapter Vetting Chair will assign three or more members of the Vetting Committee to attend the interview. The Secretary or Vetting Chair may serve on the Vetting Committee.
This interview shall consist, at minimum, of questions establishing the provisional member’s alignment with the goals of the Chapter and Organization, and confirmation that they are not subject to any membership prohibitions of the Chapter or Organization. The Vetting Chair will maintain an up-to-date Standard Operating Procedure with specific questions to ask the new provisional member or provisional local comrade.
Following the interview, the members of the Committee that conducted the interview shall discuss the results with one another. If it is decided that the provisional member should be welcomed into the Chapter, the member shall be notified and invited into the Chapter’s internal communications platform. If it is decided that further confirmation is warranted, the interviewers shall confer with the Vetting Chair, Chapter Secretary, and the rest of the Committee about the interview. If it is determined by the broader Committee that the provisional member should be welcomed into the Chapter, then they shall be notified as stipulated above. The Committee shall determine if there are follow-up questions to be asked of the provisional member in an attempt to resolve the Committee’s concerns. If the Committee determines that the provisional member should not be welcomed into the Chapter, all communications with the provisional member shall cease following notification of their denial.
After successful vetting, provisional members and provisional local comrades become full members and full local comrades, respectively, of the Chapter. Members (not local comrades) shall be nominated for ascension with the national Organization, vouched for by the Secretary and the Vetting Chair.
The Chapter may enact further clarifying policies on the vetting process by majority vote of the combined CCC and CRC, as proposed by the Vetting Chair or Chapter Secretary.
SECTION THREE: CONDUCT π
All members and local comrades are expected to comply with the following standards of conduct within the Chapter and when representing the Chapter:
- Participating in harassment campaigns, threats of violence, or derogatory behavior is forbidden.
- Advocating for illegal actions and activities of any kind is forbidden.
- Working to intentionally and actively undermine the Chapter or Organization is forbidden.
- Participating in organizations that advocate or otherwise promote fascism, nazism, or neoconfederatism is forbidden.
- Any nature of sexual offenses, to include the intentional use of inappropriate sexual language, inappropriate sexual behavior, sexual harassment, and sexual assault, are forbidden.
- Any nature of domestic abuse, assault, violence, or other domestic offense, is forbidden.
- Intentional and/or ongoing unintentional unsafe firearms behavior is forbidden.
Additionally certain forms of misconduct may be considered so egregious as to be grounds for discipline even if a member or local comrade is not representing the Chapter or Organization.
The Chapter Central Committee may set forth additional standards of conduct in the form of ongoing policy resolutions, so long as they do not violate any enumerated member rights.
SECTION FOUR: MEMBER RIGHTS π
Members and local comrades are empowered with certain rights within the Chapter. All members and local comrades shall be entitled to the following rights:
- To know the outcomes of any formal votes of the Chapter, to include a summary of the measure as well as the number of yays, nays, and abstains on the measure.
- To interact and participate in a harassment-free and inclusive environment.
- To participate in any organization or political party that does not violate any section of these bylaws.
- To not participate in any organization or political party that the member or local comrade does not wish to be a part of or otherwise take actions with.
- To petition the Chapter Central Committee on any matter concerning the Chapter, anonymously or named, and to receive a response to the petition.
- To participate and vote in Chapter-wide elections other than those for the Chapter Central Committee, or region-wide elections for Chapter regions in which the member or local comrade primarily resides.
Additionally, members of the Chapter who are members of the National organization shall be entitled to the following additional rights:
- To hold an office in the Chapter Central Committee for which the member meets the administrative requirements.
- To participate in any binding petition measures to pass a resolution or amendment to the Bylaws.
- To participate and vote in elections for the Chapter Central Committee.
SECTION FIVE: VOTING π
Voting may take place for (a) installation or removal of chapter officers or representatives, (b) changes to non-bylaws policies and procedures (see Article Seven), or (c) amendments to chapter bylaws. Votes may take place publicly or confidentially. All contested elections and any votes on elected officer or representative removal will be held confidentially. It is otherwise at the discretion of the CCC on how to hold a vote. Eligibility for some votes may be limited to Chapter members who are national members of the Organization.
Unless otherwise specified, there shall be no quorum on votes, but all votes must be open for a period of no less than one week, with all available communication methods utilized to solicit responses.
SECTION SIX: GOOD STANDING π
All Chapter members of the national Organization must remain in good standing with the Organization, and continue to appear on rosters as provided from the Organization to the Chapter Secretary.
Chapter local comrades must maintain direct donations to the Chapter as determined by the Chapter Treasurer and approved by the combined CCC and CRC, or request waivers of same. Written procedures for doing so shall be established by the Chapter Treasurer and approved by the combined CCC and CRC, and will be available to all members and local comrades.
SECTION SEVEN: EXPULSION π
A member or local comrade may lose their role in the Chapter by resigning or by expulsion from the group.
Disciplinary expulsion (temporary or permanent) can take place as part of a disciplinary procedure recommended by the Member Welfare Committee, and must be enacted a majority vote of the combined Chapter Central Committee and Chapter Representative Committee, with 50% quorum required, after a discussion period of no less than 48 hours following MWC recommendation. Under emergency circumstances (including but not limited to threat to well-being of members, the Organization, or the Chapter) the MWC may remove access to Chapter resources during this discussion period.
Administrative expulsion (temporary or permanent) may be enacted by the Secretary and/or Treasurer for administrative reasons such as dues arrears, removal from National roster, or being legally unable to attend Chapter events. This expulsion shall be reversed if/when the situation is resolved. The CCC and Vetting Chair may institute a policy whereby after a specified period of membership lapse the member must undergo re-vetting.
If a national member is expelled from the chapter for disciplinary reasons, the Liaison shall recommend the member’s expulsion from the Organization to the National Welfare Council, requiring a second from the Secretary.
ARTICLE THREE: AMENDMENTS π
Bylaws may be amended, added, or removed by a two-thirds majority vote by full Chapter national members, with quorum of no less than 25% of active full national members. A period of at least two weeks will be given for the vote to be completed, and all available communication methods shall be utilized to solicit responses.
ARTICLE FOUR: CHAPTER LEADERSHIP π
SECTION ONE: STATEMENT OF INTENT π
The following positions will form the Leadership of the Chapter and be responsible for continued functioning of the Chapter. Leadership shall be divided into three groups:
- Chapter Central Committee (CCC)
- Chapter Representative Committee (CRC)
- Chapter Organizing Committee (COC)
Pursuant to the Chapter and Organization’s mission of empowering marginalized people, all attempts shall be made to encourage queer, trans, indigenous, of color, disabled, and/or non-men members to step into leadership positions.
An individual may serve multiple roles among the various groups within Chapter leadership unless otherwise specified.
SECTION TWO: CHAPTER CENTRAL COMMITTEE π
Chapter liaison, secretary, and treasurer are the Offices of the Chapter Central Committee, and will also be referred to as the Chapter Officers. These positions are required for the Chapter by the bylaws of the Organization.
Chapter Officers must, at time of taking office, be members of the national Organization, but may be nominated and undergo the election process before becoming members of the national Organization. The Chapter liaison will notify National Organizers of any change in these positions; if the Chapter liaison is changing, the Chapter secretary will inform National organizers. They must sign the Non-Disclosure agreement with the National Organization before gaining access to Chapter or Organization records, or to Organization leadership communication platforms.
If any of the Offices of the CCC become vacant via resignation or expulsion, an interim member may be appointed to the office without election by remaining CCC members. Interim CCC members are subject to the same requirements as permanent members. Interim members may themselves call for an election to become permanent, or other full members of the Chapter may receive nominations or self-nominate and call for an election to replace them in the role, at any time, to be held within 30 days.
Officers of the CCC shall be elected by approval vote of national members of the Chapter (those in good standing with the Organization and appearing on the last Roster provided from the Organization to the Chapter Secretary). The candidate who receives the most approvals will obtain the position for a term of no less than one year. (Local comrades of the Chapter will not vote on these offices.) These Officers may continue to serve past one year at their discretion if no other members wish to be nominated or self-nominate for the role. Elections shall be held within 30 days if more than one member wishes to serve in the role at any time following the one year mark of the prior election for that role.
Individuals may hold more than one interim CCC role, or one interim and one permanent role, but not more than one permanent role.
SUBSECTION ONE: LIAISON π
The Liaison shall be the organizer of the Chapter, principally responsible for the organizing of meetings and the setting of agendas.
They shall distribute all significant updates and news from the Organization to the Chapter, and attend any communicative meetings with national organizers.
SUBSECTION TWO: SECRETARY π
The Secretary shall maintain the Chapter member roster. They shall maintain the processes for new chapter membership. They shall oversee monitoring of the National communications platforms and Chapter email inbox for new members. They shall certify votes of the Chapter and ensure members receive sufficient correspondence regarding events and votes of the Chapter. They shall maintain records of vetting status of National members through correspondence with the Organization as the Organization requires.
SUBSECTION THREE: TREASURER π
The Treasurer shall submit receipts to the National Financial Director for all expenditures by the Chapter. They shall maintain a ledger of the Chapter’s expenditures and revenues and submit an annual report thereof every January to the Financial Director. The Treasurer shall duly execute purchases authorized by the Chapter membership, as discussed at a Chapter meeting.
The Treasurer shall make an itemized report of the incoming and outgoing funds to the Chapter each quarter during the Chapter meeting. In the case that they are unable to attend a meeting, they shall appoint a temporary stand-in to present the report.
The Treasurer shall be responsible for recording and accounting for any property purchased by the Chapter.
SECTION THREE: CHAPTER REPRESENTATIVE COMMITTEE π
The following individuals shall make up the Chapter Representative Committee (CRC), and will be referred to as Chapter Representatives:
- Chapter Member Welfare Committee Chair
- One chair for each other Chapter committee (committees both enumerated and not enumerated in the Chapter Bylaws)
- One administrator per Chapter Region
- Any member working in an organizing or administrative capacity with the National level of the Organization
Representatives must be either full National members or full Local Comrades of the Chapter.
Chapter Representatives may only access Organization membership records or Chapter records containing member personally identifiable information (PII) if the Representative is a national member of the Organization and has signed a non-disclosure agreement with the Organization as described above.
SUBSECTION ONE: REPRESENTATIVE APPOINTMENT π
- Regional administrators will be elected by approval vote by the full members and full local comrades of that region following the same procedures as for CCC Officers, specified in Article 4, Section 2, paragraph 4. In the event of a vacancy before a vote can be held, an interim regional administrator may be appointed by an approval vote of the combined CCC and CRC.
- Members working in organizing or administrative capacities with the National level of the Organization will be selected according to the relevant procedures of the Organization. If the Chapter is to nominate members to serve in these positions, nominations will be determined by an approval vote of the combined CCC and CRC.
- Committee Chairs and other Representatives will be appointed by approval vote of the combined CCC and CRC.
SECTION FOUR: CHAPTER ORGANIZING COMMITTEE π
The following individuals shall make up the Chapter Organizing Committee (COC), and will be referred to as Chapter Organizers:
- Deputies to any CCC or CRC role
Deputies must be either full National members or full Local Comrades of the chapter.
Chapter Organizers may only access Organization membership records or Chapter records containing member personally identifiable information (PII) if the Organizer is a national member of the Organization and has signed a non-disclosure agreement with the Organization as described above.
Chapter Organizers will be appointed by approval vote of the combined CCC and CRC.
SECTION FOUR: REMOVAL π
This section shall apply to roles as they pertain to this Chapter. Removal from any nationally elected position shall follow the Bylaws of the Organization.
SUBSECTION ONE: ELECTED LEADERS π
This subsection applies to leadership roles filled by an election by Chapter full members and/or local comrades.
Any member or local comrade in a leadership position elected by the members and/or local comrades of the Chapter may be removed from their position for misconduct or loss of eligibility. This may be initiated by:
- a petition from one fifth of combined full Chapter members and full Chapter local comrades,
- a vote of no confidence from the combined Chapter Central Committee and Chapter Representative Committee,
- a vote of no confidence from the Governing Body of the Organization, or
- removal by the Welfare Council of the Organization.
If the elected individual has lost eligibility to be in their position on grounds of a change in qualifications as determined by this Chapter or by the Socialist Rifle Association, their removal shall be effective immediately upon majority approval of the remainder of the combined CCC and CRC.
If the elected individual is being charged with a violation of their office or the bylaws, at least two weeks will be given for the membership and Chapter leadership to prepare. During the next eligible meeting, the membership will review all evidence presented and vote on removal. Removal will require a two thirds affirmative vote. For Offices of the CCC, only national organization members will participate in the removal vote.
SUBSECTION TWO: APPOINTED LEADERS π
This subsection applies to leadership roles filled by appointment by an approval vote of the combined CCC and CRC.
Any member or local comrade in a leadership position appointed by the Chapter Central Committee and Chapter Representative Committee (including interim Officers of the CCC) may be removed from their position for dereliction of duty, misconduct, or loss of eligibility. This removal shall be effective immediately upon majority approval of the remainder of the combined CCC and CRC.
ARTICLE FIVE: MEETINGS π
SECTION ONE: GENERAL MEETINGS π
Meetings will be held as often as the Chapter leadership and/or Chapter members and local comrades feel is reasonable, with an effort to hold at least one meeting per quarter. Times of meetings will be publicized via any methods the Chapter has at its disposal, but locations may be kept private by leadership from non-members in interests of Chapter safety and orderly conduct.
The Liaison shall publish the proposed agenda of the Chapter meeting on internal Chapter communications platforms not later than 72 hours prior to the general meeting.
SECTION TWO: EVENT PLANNING π
For each Chapter Event, there shall be one Event Organizer. There shall not be Events without Event Organizers. Event Organizers shall be members or local comrades willing to take on the responsibility of managing logistics, communication, coordination and safety for the Event. The Event Organizer shall also be responsible for concluding the event.
The Event Organizer may appoint volunteers for event roles as needed, e.g. greeter, instructor, medic, etc.
The Event Organizer shall take attendance at each event and provide the list of attendees to the Secretary.
SECTION THREE: SPECIAL EVENTS π
The Chapter may participate in an official capacity, in part or in whole, in events organized by other organizations which support the Chapter’s core mission of empowering marginalized communities. Participation in these events must be approved by the combined CCC and CRC. Said other organizations shall not have positions which run counter to the Organization or Chapter’s mission; if it is determined that this is the case, the Chapter is empowered to cease involvement in the event immediately.
SUBSECTION ONE: UNAFFILIATED COALITION WORK π
Neither the Chapter nor the Organization need officially give approval for members’ or local comrades’ involvement in ongoing projects that align with the overall mission of the Organization in their community as individuals, and therefore they shall not be conducted under either the Chapter or Organization’s name. However, members and local comrades should feel encouraged to seek out and assist with these projects, and should be encouraged to report on their experiences in General Meetings.
ARTICLE SIX: COMMITTEES π
SECTION ONE: VETTING COMMITTEE π
The Vetting Committee shall be composed of Chapter members and local comrades, and chaired by the Chapter Vetting Chair and overseen by the Secretary of the Chapter, and shall be responsible for conducting interviews with provisional members and local comrades of the Chapter (see Article Two, Section Two). One member of the Vetting Committee for each interview shall be a senior member of the Committee. A senior member of this Committee is defined as a Committee member who has attended at least five (5) vetting meetings.
SECTION TWO: FIREARMS TRAINING COMMITTEE π
The Firearms Training Committee (hereafter the FTC) shall be composed of Chapter members and local comrades with advanced knowledge of firearms safety and proficiency. Examples of this include, but are not limited to, firearms instructors and range safety officers. FTC members should be intensely aware that they are taking the safety of the larger membership in their hands, and should make their decisions accordingly.
The FTC shall provide at least one Representative for each Chapter Range Day and firearms class. This shall be distinct from the Event Organizer of the Event (see Article Five, Section Two). For firearms safety/proficiency classes, the FTC representative(s) shall be the class instructor(s). For non-class range days, the FTC representative(s) shall be the lead range safety officer(s) for the event.
The FTC representative(s) are responsible for monitoring for unsafe behavior at firearms classes and range days, and shall be tasked with preventing unsafe behavior and removing unsafe individuals to the best of their ability.
The FTC shall approve the guests of members and local comrades attending a Range Day.
The FTC shall be able to certify, in conjunction with Event Organizers and the CCC, the ability of members and local comrades to safely handle firearms prior to each event.
SECTION THREE: MEMBER WELFARE COMMITTEE π
The Member Welfare Committee (MWC) shall be formed on an as-needed basis, composed of Chapter members and local comrades. The combined CCC and CRC shall appoint a MWC chair tasked with fielding MWC reports and coordinating formation of MWC(s) as needed. At time of taking office, the MWC Chair must be a National Organization member with a non-disclosure agreement (NDA) on file with the Organization. Aside from the MWC chair, the committee shall be dissolved when it is determined by the MWC, the CCC, or the affected person that the situation is stable.
MWC matters include, but are not limited to, issues between members/local comrades, between chapter leaders and members/local comrades, and among leadership that may affect organizational participation or the ability to provide instruction. The purpose of the MWC should align with the chapterβs established expectations for conduct, which include principles such as engaging in good faith.
MWC involvement and makeup should be guided by an internal policy that is communicated proactively to the membership and grounded in the Organization and Chapter’s mission and vision, specifically, commitments to carceral abolition, restorative and transformative justice, and an understanding of marginalization. The internal policy should outline what documentation for exclusionary and restorative actions should look like, as well as a plain language map of what escalated consequences can look like in the event of ongoing and egregious behavior.
The MWC should not be considered a last resort; rather, it should be utilized proactively to address issues early whenever possible. The MWC has the authority to make recommendations, lead investigations, gather relevant evidence, and present findings to the combined CCC and CRC when larger actions are required, in accordance with the designated section and subsection.
The MWC Chair shall also hold primary responsibility for setting and coordinating policy related to community moderation. All actions they or other moderators take in their respective role of MWC Chair/moderator (as opposed to as a peer member/local comrade) shall be made clear to the affected person(s).
SECTION FOUR: OTHER COMMITTEES π
Other committees may be established or dissolved by policy documents enacted by majority vote of the combined CCC and CRC at any time without amendment to the Bylaws. Each committee shall be composed of Chapter members and local comrades, and have a Chair who will serve as a Chapter Representative.
ARTICLE SEVEN: OTHER POLICIES AND PROCEDURES π
All policies and procedures not documented in the Bylaws, or which need further elaboration, may be drafted by any member of Chapter leadership, recorded internally, and enacted by a simple majority vote of the combined CCC and CRC. These documented policies and procedures of the Chapter shall be accessible to full members and local comrades, and, upon request, the Governing Body of the Organization and its officers, but will otherwise remain confidential. Effective date of each policy or procedure will be recorded. These policies and procedures may be amended or removed by simple majority votes of the combined CCC and CRC.
A Chapter policy or procedure may be enacted, amended, or removed bypassing Chapter leadership by a two-thirds supermajority of vetted membership of the Chapter, with greater than 50% quorum of combined full members and local comrades.
ARTICLE EIGHT: INOPERABLE CLAUSE π
In the event that the Chapter is rendered nonfunctional due to consistent lack of quorum or the consistent absence of leadership, any member of the CCC may invoke the delisting procedure of the Chapter’s bylaws with a one month waiting period and all reasonable effort will be taken to notify current members and local comrades that the Chapter will be doing so.
SECTION ONE: DELISTING PROCEDURE π
In the event that a member of the CCC has invoked the delisting procedure all possible efforts to get new leadership will be made. If no new leadership can be gained then the invoking CCC member will notify the chapters department that they are invoking the delisting procedure and make all effort to gather all chapter assets and contact the finance department for instruction on next steps for asset reabsorption or donation. Delisting does not entail loss of membership, and any possible membership cancelations need to be done individually.
ARTICLE NINE: RATIFICATION π
Pursuant to Article Ten of the revised Socialist Rifle Association Bylaws, the Puget Sound Socialist Rifle Association formally ratified these bylaws on January 1, 2026, with 83 ayes and 0 nays, witnessed by Interim Chapter Secretary Pastoral Shackle. The Organizing Committee of the Socialist Rifle Association granted recognition of this ratification on [recognition date pending].
